Ontario Payroll Rates and Thresholds 2026

Every pay run must apply the current CRA rates. Using incorrect rates results in over or under-remitting — both attract CRA interest and penalties.

5.95%
CPP Employee Rate
On pensionable earnings above $3,500 basic exemption — up to maximum pensionable earnings
5.95%
CPP Employer Rate
Employer matches employee CPP exactly — both amounts remitted to CRA by the business
1.66%
EI Employee Rate
On insurable earnings up to the annual maximum insurable earnings limit
2.324%
EI Employer Rate
Employer pays 1.4 times the employee EI rate — a higher proportional obligation than CPP
$3,500
CPP Basic Exemption
Annual threshold below which no CPP is deducted — applies to all employees regardless of earnings
$17,899
Federal Basic Personal Amount
Federal non-refundable credit — affects income tax withholding calculation from each employee's TD1

CPP2 — Second Additional CPP Contributions: Since 2024, employees earning above the Year's Maximum Pensionable Earnings (YMPE) are also subject to CPP2 contributions on earnings between the first and second ceiling. The CPP2 rate is 4% for employees and employers. This two-tier CPP system adds complexity to payroll calculations that is easily missed in manual or DIY payroll systems.

CRA Payroll Remittance Schedule — What Applies to Your Business

Your remittance frequency depends on how much payroll deductions you withheld in the second previous calendar year. Getting this wrong results in 10% penalties on late remittances.

New small employer (first year)Any amountMonthly15th of following month
Regular remitterUnder $25,000Monthly15th of following month
Quarterly remitter$1,000 to $3,000 consistentQuarterly15th of month after quarter end

Accelerated Remitter — Threshold 2$100,000 or moreWeekly3rd business day after weekly period end

Director Liability: Directors of a corporation are personally liable for unremitted payroll source deductions — CPP, EI and income tax — if the corporation fails to remit. This liability survives the closure of the corporation and can be assessed against a director personally for up to two years after they cease to be a director. Staying current on payroll remittances is one of the most important compliance obligations for any Ontario business owner.

Virtual Payroll — Client Case Studies

Construction — Brampton

Brampton General Contractor — CRA Payroll Penalty Resolved

A Brampton construction company had been remitting payroll deductions monthly instead of twice monthly — their actual remitter classification after their payroll grew. CRA assessed a 10% penalty on every late remittance for two years, totalling $18,400 in penalties and interest. Gondaliya CPA reviewed the payroll records, submitted a Taxpayer Relief application and reclassified the remitter account. Most penalties were waived and we took over ongoing payroll to prevent recurrence.

✓ $14,600 in penalties waived — payroll now fully compliant
Healthcare — Mississauga

Mississauga Medical Clinic — Payroll Setup from Scratch

A newly incorporated Mississauga medical clinic needed payroll set up for 6 part-time and full-time employees before their opening date. We registered the CRA payroll account, configured Wagepoint for their bi-weekly pay cycle, set up all TD1 elections and processed the first pay run within three business days. The clinic's administrator had no prior payroll experience — our virtual portal made every step simple and trackable.

✓ Full payroll operational in 3 days — zero compliance issues
Technology — Markham

Markham Software Startup — Contractor to Employee Transition

A Markham technology startup had been paying 4 developers as independent contractors. After a CRA review letter questioned the arrangement, Gondaliya CPA assessed the relationships under the control and integration tests, determined employment status applied, reclassified the workers, set up payroll for all 4 employees and filed amended T4s for prior years. CRA accepted the voluntary correction — no penalties were assessed.

✓ CRA review resolved — reclassification accepted with no penalties

Frequently Asked Questions

Common questions from Ontario businesses about virtual payroll services and CRA compliance.

What does a virtual payroll service include for an Ontario small business?
Our virtual payroll service covers full pay run processing (bi-weekly, semi-monthly or monthly), CPP and EI calculations, income tax withholdings, CRA remittance payments on time, T4 and T4 Summary filing each February, ROE issuance when employees leave, new hire setup and year-round payroll support. All services are delivered virtually through our secure Wagepoint and TaxDome platforms — no office visit required.
Can a Toronto CPA process my payroll if my business is in Ottawa or Mississauga?
Yes. Payroll processing and CRA remittances are conducted entirely online through the CRA business portal and Wagepoint. There is no requirement for your payroll provider to be in the same city as your business. Gondaliya CPA processes payroll for businesses across Ontario and Canada from our Toronto office — the same licensed CPA team, the same flat-fee pricing, regardless of your location.
What is the penalty for late payroll remittances to CRA?
CRA imposes a 10% penalty on any payroll remittance not paid by the due date. A second late remittance in the same calendar year attracts a 20% penalty. Daily compound interest also accrues on the outstanding amount at the prescribed rate (7% in 2026). These penalties apply regardless of whether the lateness was intentional — CRA does not apply a reasonableness test on payroll remittance penalties. We ensure every remittance is filed and paid on time, eliminating this risk entirely.
Are directors of a corporation personally liable for payroll remittances?
Yes — this is one of the most important and often overlooked compliance points in Canadian corporate law. Directors of a corporation are personally liable for unremitted payroll source deductions (CPP, EI and income tax) if the corporation fails to remit. This personal liability can be assessed for up to two years after a person ceases to be a director. It survives the dissolution of the corporation. Due diligence is the only available defence — and the threshold for due diligence is high.
What is CPP2 and does it affect my payroll in 2026?
CPP2 is the second additional Canada Pension Plan contribution tier introduced in 2024. It applies to employees earning above the Year's Maximum Pensionable Earnings (YMPE). Employees and employers each contribute 4% on earnings between the YMPE and the Year's Additional Maximum Pensionable Earnings (YAMPE) ceiling. CPP2 contributions are tracked and remitted separately from first-tier CPP and require correct payroll software configuration. We apply CPP2 correctly on every applicable pay run.
When is the T4 deadline for 2026 and what happens if I miss it?
T4 slips for the 2025 tax year must be issued to employees and filed with CRA by February 28, 2026. Late T4 filing attracts a penalty of $10 per slip per day late — with a minimum of $100 and a maximum of $75,000 per filing. Employees who do not receive their T4 on time cannot file their personal T1 return accurately. We prepare and file all T4 slips and the T4 Summary as part of our standard annual payroll engagement — no extra charge, always on time.
What is the 60-Day Fees-Matching Policy for payroll?
If you receive a written quote from any other licensed CPA firm or payroll provider for the same scope of payroll services, we will match it within 60 days of engaging us. We have 100% trust in our lowest fees offering — which is why we offer Fees-Matching. This applies to all virtual payroll clients across Ontario and Canada.
What software do you use for virtual payroll?
Gondaliya CPA uses Wagepoint as our primary payroll platform — a Canadian-built payroll software that handles direct deposit, T4 preparation, ROE filing and CRA remittances in a single system. All client documents and approvals are managed through our TaxDome portal. Wagepoint integrates directly with QuickBooks Online and Xero, ensuring payroll journal entries flow into your accounting records automatically with no manual reconciliation required.
