Daycare CWELCC Funding and Corporate Tax Calculator (Ontario)

Cost-based CWELCC funding pays eligible costs plus a defined allowance for administration and profit, and anything above that allowance is generally recoverable by your service manager. Work out the allowance, the surplus at risk, the taxable portion of the grants and the corporate tax the year actually leaves behind.

Disclaimer: The Canada-Wide Early Learning and Child Care programme is delivered in Ontario through Consolidated Municipal Service Managers and District Social Services Administration Boards, each of which publishes its own funding guidelines, allocation methodology, reconciliation templates and deadlines under agreements with the Ministry of Education. The allowable administration and profit percentage, the base it is applied to, the list of eligible and ineligible costs, the treatment of a surplus and the reporting deadlines therefore differ between Toronto, Peel, York and every other service manager, and nothing on this page should be taken as the rule that binds your centre. Government assistance received by a corporation is generally included in computing income under paragraph 12(1)(x) of the Income Tax Act to the extent it is not otherwise included, with elections under subsections 12(2.2), 13(7.4) and 53(2)(k) available in defined circumstances to reduce an outlay, the capital cost of a property or the adjusted cost base instead, so the timing and character of a grant is a question of fact that should be settled before the T2 is prepared. An amount that becomes repayable to the service manager on reconciliation may be deductible under paragraph 20(1)(hh) in the year it becomes repayable rather than reversing the original inclusion. Child care services are generally exempt supplies under section 1 of Part IV of Schedule V to the Excise Tax Act, which means no GST/HST is charged on parent fees and no input tax credit is available under section 169 on the tax paid on rent, food, supplies and other inputs. Licensed capacity, age groupings, ratios and group sizes are governed by the Child Care and Early Years Act, 2014 and its regulations. The percentages, rates, fee caps and recovery treatment used here are defaults that must be replaced with the figures in your own funding agreement, your service manager’s current guideline and the corporate tax rates that applied to your fiscal year. This page is general information, not tax advice.

The CWELCC Cost-Based Funding Formula, in Plain Terms

Cost-based funding replaced the revenue-replacement approach that carried the programme through its first years. Revenue replacement asked what the centre used to charge parents and made up the difference. Cost-based funding asks what it costs to run the centre, funds the eligible part of that cost, and adds a defined allowance for administration and profit or surplus on top.

The practical consequence is that the funding is no longer anchored to your old fee schedule. It is anchored to your costs, to the eligibility rules your service manager applies to those costs, and to a percentage that the service manager sets. Get the eligibility of a cost wrong and the funding follows the mistake, not the spending.

The allowance is the whole commercial question. Eligible costs are reimbursed, so they neither help nor hurt. What the corporation actually keeps is the administration and profit allowance, less the administration it really incurs and less anything the service manager refuses to fund. That is why the percentage is an input on this calculator rather than a constant.

Your Service Manager Sets the Rules, Not the Province

Ontario delivers CWELCC through Consolidated Municipal Service Managers and District Social Services Administration Boards. The City of Toronto, the Region of Peel and the Region of York each publish their own guidelines, their own allocation methodology, their own definition of eligible cost, their own reconciliation template and their own deadlines.

This matters more than any other point on this page. A Brampton operator reading a Toronto guideline, or a Markham operator working from a figure a colleague quoted from a different region, will reconcile to the wrong number. Where a centre holds licences in more than one region, it will be reconciling to two different sets of rules in the same fiscal year.

Please take every percentage, every deadline and every eligibility list from your own service manager’s current guideline. The defaults in this calculator are illustrative placeholders so that the arithmetic has something to work with. They are not the figures that apply to your centre, and they change from year to year.

Surplus, Recovery and What the Formula Leaves as Margin

If funding and parent fees together leave more in the corporation than the eligible costs plus the allowance, the excess is generally subject to recovery by the service manager at reconciliation. It is not profit the corporation has earned, it is funding that has not been spent on what it was given for.

That is the year-end anxiety this calculator is built around. A centre can look profitable on its own trial balance in November and owe a substantial repayment in March, because the trial balance does not apply the formula. The surplus figure on this page is the one to watch, not the accounting net income.

The reverse happens as well. Where eligible costs exceed the funding and fees received, the centre has carried the shortfall itself. Whether that is claimable depends entirely on the service manager’s in-year adjustment and true-up process, and it is worth raising before year end rather than after.

Childcare centre margins in Ontario are structurally thin under cost-based funding, and the calculator shows why. Eligible costs are reimbursed at cost, so scale does not improve them. The corporation keeps the allowance, less its real administration and less anything the service manager will not fund.

Where administration is heavier than the allowance, the difference comes out of the operator’s own pocket. Where there is ineligible spending, that comes out of the same pocket. A centre with a generous allowance percentage and disciplined administration can retain a reasonable margin. A centre carrying head office costs, ineligible expenditure and low occupancy can reconcile to a loss while its bank balance looks healthy, because the funding sitting in the account belongs to next year’s repayment.

Pressure on MarginWhere It Shows UpUsual Effect
Administration above the allowanceAllowance less actual administrationDirect reduction in retained profit
Ineligible costsExcluded from the formula entirelyAbsorbed by the corporation

Unrecovered HST on inputsEvery cost line, tax includedPermanent cost, no input tax credit

Disciplined administrationAllowance retained rather than spentThe main lever the operator controls

Grants Are Taxable Income Even Though They Feel Like Pass-Through Money

Government assistance received by a corporation is generally brought into income. Paragraph 12(1)(x) of the Income Tax Act catches inducements, reimbursements, contributions and allowances received from a government or public authority to the extent they are not otherwise included in income or applied to reduce an outlay or the cost of a property.

So the CWELCC base funding is revenue on the T2. The workforce wage enhancement grant is revenue on the T2. Neither of them is a balance the corporation is simply holding on behalf of someone else, however much it feels that way when the money arrives and leaves in the same month.

The wage enhancement grant is the one operators most often mishandle. It is taxable when received and the wages it funds are deductible when paid, so the two should net to roughly nil across the year. The error is to record the grant as revenue and also to record the enhancement as though it were separately funded, or to record neither, and both produce a corporate tax figure that is wrong.

Timing is where the real exposure sits. Where the grant arrives before the wages are paid, the corporation has taxable income in one year and the deduction in the next. Where an amount becomes repayable to the service manager on reconciliation, paragraph 20(1)(hh) generally allows a deduction in the year it becomes repayable. Please accrue the recovery in the year it relates to rather than waiting for the cheque.

Childcare Is HST Exempt, So There Are No Input Tax Credits

Child care services are generally exempt supplies under Part IV of Schedule V to the Excise Tax Act, which covers the service of caring for and supervising children fourteen years of age or under for periods of less than twenty-four hours a day. Exempt means no GST/HST is charged on parent fees, which is the part every operator knows.

The part operators routinely get wrong is the consequence. Because the supplies are exempt rather than zero-rated, the centre is not entitled to input tax credits under section 169 on the tax it pays on rent, food, cleaning supplies, programme materials, professional fees or equipment. The HST on those costs is a permanent cost of the business, not a recoverable balance.

That has two practical effects at reconciliation. First, eligible costs should be claimed on a tax-included basis, because the tax is genuinely part of the cost. Second, a centre that has been registered and claiming input tax credits on an exempt activity has a GST/HST exposure that will not resolve itself, and the same issue arises for any dental, medical or other exempt practice. The input tax credit calculator for exempt practices shows how the restriction works in a comparable setting.

Mixed activities complicate this. Where a centre also supplies something taxable, for example paid enrichment programmes, facility rentals or consulting to other operators, it may have both exempt and taxable activity and a partial input tax credit allocation. That is a registration question worth settling deliberately rather than by default.

Home Daycare, Agencies and Whether to Incorporate

A home childcare provider working through a licensed agency sits in a different position from a licensed centre. The agency holds the licence, the provider is generally an independent contractor rather than an employee, and the funding reaches the provider through the agency rather than directly from the service manager.

Incorporating a home daycare in Ontario is therefore a different decision from incorporating a centre. It turns on income level, on whether the small business deduction is worth the compliance cost, on whether the provider wants the liability separation, and on whether the agency is willing to contract with a corporation at all. Income that is fully drawn out each year rarely justifies a corporation on tax grounds alone.

For a licensed centre, incorporation is usually settled long before CWELCC becomes the issue, and the questions are about structure rather than whether to incorporate. Our guide to starting a daycare business in Ontario covers the licensing and set-up sequence, and the wider daycare, childcare and CWELCC services page sets out how the funding, payroll and corporate filings fit together across a full year.

The Bookkeeping the Reconciliation Depends On

Daycare bookkeeping in Ontario has to do two jobs at once. It has to produce financial statements and a T2 that satisfy the Canada Revenue Agency, and it has to produce a cost breakdown that maps onto the service manager’s reconciliation template. Those are not the same chart of accounts, and a centre that keeps only the first will rebuild the second from scratch every March.

The practical answer is to set the chart of accounts up so that eligible and ineligible costs are already separated, so that the wage enhancement is tracked as its own payroll element, and so that enrolment and attendance records tie to the funding claim. Payroll is the heaviest part of the file and the part the service manager examines most closely, which is why payroll for daycare operators and the reconciliation work belong together rather than in separate hands.

    RecordWhat It Has to Prove
Enrolment and attendanceSpaces filled by age group across the year
Parent fee schedule and receiptsFees charged comply with the applicable cap
Payroll register and wage gridBase wages, the enhancement and the employer share
Lease, utilities and insuranceOccupancy costs claimed as eligible
Supplier invoices, tax includedFood and supplies at full cost with no input tax credit
Administration allocationWhat was charged against the allowance and on what basis
Statement of ineligible costsSpending deliberately excluded from the claim

What This Calculator Does Not Cover

    • Service-manager-specific templates, schedules and deadlines, which differ between Toronto, Peel, York and every other Consolidated Municipal Service Manager and District Social Services Administration Board
    • Home childcare agencies and the providers who contract with them, which are funded and reported differently from licensed centres
    • Capital, expansion and start-up funding streams, including growth allocations and minor capital, which follow their own rules and their own recovery terms
    • The wage floor schedule and its annual increases, which set minimum wages for programme staff independently of the enhancement grant
    • Employer Health Tax and workplace safety premiums, which are real payroll costs but are not modelled here
    • Fee subsidy administration and the reconciliation of subsidised placements, which runs on a separate cycle in most regions
    • Multi-site and multi-region operators, where allocations, allowances and reconciliations may differ site by site
    • Provinces other than Ontario, where the same federal agreement is delivered through entirely different provincial machinery

The reconciliation and the T2 are one piece of work, not two. The recovery accrual, the grant inclusion and the deductible wage cost all have to agree before either is filed. Our corporate tax return filing service takes the reconciliation package and the return together so the figures do not diverge.

    Frequently Asked Questions

CWELCC cost-based funding, surplus recovery and corporate tax for Ontario childcare operators.

How does the CWELCC cost-based funding formula work?
It funds the eligible costs of operating the licensed spaces and adds a defined allowance for administration and profit or surplus on top. The allowance is a percentage set by your service manager, and the base it is applied to also varies. Parent fees are counted against the funded amount, so the service manager is generally funding the gap between eligible costs plus the allowance and what parents pay.

Is the CWELCC funding formula the same across Ontario?
No. CWELCC is administered through Consolidated Municipal Service Managers and District Social Services Administration Boards, and each publishes its own guidelines, eligible cost list, allowance percentage, reconciliation template and deadlines. Toronto, Peel and York all differ. Please work from your own service manager’s current guideline rather than from a figure quoted by an operator in another region.

What happens to a surplus at year end?
A surplus above what the formula allows is generally subject to recovery by the service manager at reconciliation. Some managers recover the whole excess, some allow part of it to be retained or carried forward, and the treatment is set out in the funding agreement. Please accrue the expected repayment in the year it relates to rather than treating it as profit until the demand arrives.

Is the workforce wage enhancement grant taxable?
Yes. Government assistance received by a corporation is generally included in income under paragraph 12(1)(x) of the Income Tax Act where it is not otherwise included. The wages it funds are deductible when paid, so across a full year the grant and the enhanced wages should net to roughly nil. The exposure is timing, where the grant is received in one year and the wages are paid in the next.

Do daycares charge HST on parent fees?
Generally no. Child care services are exempt supplies under Part IV of Schedule V to the Excise Tax Act where they involve caring for and supervising children fourteen or under for periods of under twenty-four hours. Because the supply is exempt rather than zero-rated, the centre also cannot claim input tax credits on the HST it pays on rent, food, supplies and professional fees, so that tax is a permanent cost.

What profit margin can an Ontario childcare centre expect?
Under cost-based funding the margin is essentially the administration and profit allowance, less the administration actually incurred and less any spending the service manager will not fund. Eligible costs are reimbursed at cost and neither add to nor reduce the margin. That makes the allowance percentage, administrative discipline and the amount of ineligible spending the three figures that decide the result.

Should a home daycare in Ontario incorporate?
It depends on income level, on whether the earnings are fully drawn out each year, on the liability separation the provider wants and on whether the licensed agency will contract with a corporation. A provider who draws everything out each year rarely gains on tax alone, because the corporation only defers tax on income left inside it. The position is different for a licensed centre, where incorporation is usually settled at the outset.

What bookkeeping does the year-end reconciliation require?
Enrolment and attendance records by age group, the parent fee schedule and receipts, a payroll register that separates base wages from the enhancement, lease and occupancy support, supplier invoices on a tax-included basis, the administration allocation and its basis, and a statement of costs excluded as ineligible. The chart of accounts should separate eligible from ineligible costs during the year rather than at reconciliation.
