Holdbacks Distort Your Numbers If You Book Them Wrong
Holdbacks are unique to construction, and they trip up more contractors than almost any other accounting issue. Under Ontario's Construction Act, 10% of the value of each progress payment is held back as security and released only after the statutory period passes. If you record a holdback as if it were collected revenue, your books overstate cash you do not have. If you ignore it, your receivables and payables are wrong and you cannot see what is actually owed to you. Then there is the HST question, when tax becomes payable on the holdback, which is different from the rest of the invoice. Get any of this wrong and your financial statements mislead you, your HST is filed on the wrong dates, and your corporate tax may be off.
We handle holdback accounting for construction companies across Ontario. Statutory holdback tracking, HST timing, releasing and receiving holdbacks, work-in-progress and clean bookkeeping. From $150/month. AFFORDABLE flat fees.

How We Handle Holdback Accounting in Construction
A complete process so holdbacks, HST and WIP are recorded correctly on every project. AFFORDABLE flat fees.
Statutory Holdback Set-Up and Tracking
Ontario's Construction Act requires a holdback on every project. We track it properly.
- The 10% statutory holdback recorded on each progress claim you issue or receive.
- Holdback tracked separately from the amount actually billed and collected.
- Per-project holdback ledgers so you see what is held on each job.
- Basic and finishing holdback amounts distinguished where applicable.
- Release dates tracked against the statutory holdback period.
HST Timing on Holdbacks
HST on a holdback is not payable at the same time as the rest of the invoice.
- HST on the non-holdback portion reported when the invoice is issued or paid.
- HST on the holdback portion reported when the holdback becomes payable or is released.
- Your HST returns aligned to the correct periods to avoid early or late remittance.
- Input tax credits on subtrade holdbacks timed to match.
- Reconciliation so reported HST matches your holdback ledgers.
Receivable Holdbacks (Owed to You)
Holdbacks owed to you are real money. We make sure you can see and collect it.
- Holdback receivable recorded for each project where a customer holds back from you.
- Outstanding holdbacks tracked so none are forgotten or written off by accident.
- Release dates flagged so you can claim the holdback when the period ends.
- Aging of receivable holdbacks reviewed so you chase what is overdue.
- Holdback collected reconciled against the original holdback recorded.
Payable Holdbacks (You Owe Subtrades)
You hold back from your subtrades too. Recording it keeps you compliant and accurate.
- Holdback payable recorded for each subtrade you hold back from.
- The correct amount released to subtrades when the holdback period ends.
- Subtrade holdbacks coordinated with clearance certificates and lien deadlines.
- Cash flow planned around upcoming holdback releases to subtrades.
- Payable holdbacks reconciled so you never over or under-release.
Work-in-Progress and Job Costing
Holdbacks and WIP together drive whether your project margins are real.
- Work-in-progress recorded so unbilled and uncollected work is visible.
- Holdbacks reconciled with WIP so your job costing is not distorted.
- Project-level margins calculated with holdbacks treated correctly.
- Percentage-of-completion or completed-contract method applied as appropriate.
- Reports that show true project profitability, not just cash in the bank.
Integration With HST, Payroll and T2
Holdbacks touch everything. We keep the whole file consistent.
- Holdback ledgers integrated into your monthly bookkeeping.
- HST returns filed using the correct holdback timing.
- Year-end financial statements reflect holdbacks receivable and payable correctly.
- Holdback positions flow correctly into your T2 corporate tax return.
- WSIB, payroll and clearance deadlines coordinated with holdback releases.

Case Studies: Construction Holdback Accounting
General Contractor, Brampton
A general contractor was booking the full progress claim as revenue, including the 10% holdback, so the books showed cash that had not been collected and HST was being remitted early on amounts not yet payable. We separated holdbacks into their own ledger, corrected the HST timing, and the financial statements finally reflected reality. Get Started →
Mechanical Subcontractor, Mississauga
A mechanical subcontractor had over $90,000 in receivable holdbacks across several jobs with no tracking, and some were past their release date and uncollected. We built a holdback receivable ledger, flagged the releasable amounts, and the sub recovered holdbacks that had effectively been forgotten.
Developer, Vaughan
A small developer was releasing subtrade holdbacks early without coordinating clearance certificates and lien deadlines, creating exposure. We set up payable holdback tracking tied to clearance and lien dates, so releases happen at the right time with the right protections in place. WSIB & Clearances →
Renovation Company, Toronto (WIP)
A renovation company could not tell which projects were actually profitable because holdbacks and work-in-progress were mixed into general revenue. We separated WIP and holdbacks, applied proper job costing, and the owner finally saw true margins per project and could price future work accordingly.
How a Holdback Should Be Recorded
| Item | Wrong Way | Correct Way |
|---|---|---|
| 10% holdback on a progress claim | Booked as collected revenue | Recorded as holdback receivable, not cash |
| HST on the holdback portion | Remitted with the rest of the invoice | Reported when the holdback becomes payable or is released |
| Holdback you owe a subtrade | Ignored until release | Recorded as holdback payable from the start |
| Project margin | Distorted by counting holdback as income early | Accurate, with holdbacks tracked separately |
| Holdback release | Missed or forgotten | Tracked to the statutory release date |
The HST Trap: Many contractors remit HST on the full invoice, including the 10% holdback, the moment they bill. But HST on the holdback portion is generally not payable until the holdback becomes payable or is released. Remitting early ties up cash you have not collected. Reporting it correctly keeps your cash and your HST aligned.
Holdback Worked Example: $100,000 Progress Claim
| Line | Amount | Treatment |
|---|---|---|
| Progress claim (work certified) | $100,000 | Value of work this period |
| Less: 10% statutory holdback | $10,000 | Held back, recorded as holdback receivable |
| Amount billed now | $90,000 | Invoiced and collectible now |
| HST on $90,000 (13%) | $11,700 | Reported in the current period |
| HST on $10,000 holdback (13%) | $1,300 | Reported when the holdback is payable or released |
| Holdback released later | $10,000 + $1,300 HST | Recognized when the statutory period ends |
Why It Matters: On a single $100,000 claim the difference is recording $90,000 plus $11,700 HST now and $10,000 plus $1,300 HST later, versus wrongly booking the whole $113,000 today. Across a year of progress claims, getting this right keeps your cash flow, HST and reported profit accurate.
